Eligible applicants include a wide range of entities such as state and local governments, Native American tribal organizations (both federally and non-federally recognized), independent school districts, public and private higher education institutions, special district governments, public housing authorities, and 501(c)(3) nonprofits. Notably, foreign entities are excluded from eligibility. Faith-based and community organizations that meet eligibility requirements are encouraged to apply.

Applications are expected to open on April 23, 2025, and will close on June 23, 2025. The opportunity is not offered on a rolling basis, but it is expected to recur in future cycles. There are no preliminary deadlines such as Letters of Intent or RFIs required before the final due date.
