The program also encourages collaboration with DOE, National Laboratories, and other stakeholders to share lessons learned from the funded projects.

The funding is divided into four topic areas:
1. Open Category (expected award size: $10M-$50M) aims to support a broad range of clean energy projects.
2. Dual Use and Co-Location (expected award size: $10M-$50M) targets projects combining energy supply with other activities, such as agrivoltaics.
3. Smaller-Scale Community-Centered Projects (expected award size: $2M-$10M) supports community-driven clean energy initiatives.
4. Isolated Microgrids and Unelectrified Buildings (expected award size: $2M-$10M) targets clean energy projects for isolated microgrids and unelectrified buildings, often in ultra-remote areas.

Applications will be evaluated based on criteria including the technical approach, community engagement, financial viability, management capabilities, and alignment with program goals. The program also places an emphasis on providing benefits to disadvantaged or high-energy burden communities, promoting economic and environmental justice, and enhancing energy resilience.
