The Vocational Support for Ukrainian Refugees and Host Communities program, under the Department of State’s Bureau of Population, Refugees, and Migration (PRM), aims to enhance vocational skills and employment opportunities for Ukrainian refugees and their host communities. This initiative focuses on providing targeted vocational training, improving economic resilience, and fostering integration through employment.
The total available funding for this opportunity is $3,000,000, with awards ranging from $500,000 to $1,500,000. The program duration is up to 24 months. Eligible applicants include U.S.-based and foreign nonprofit organizations, international organizations, and public or private institutions of higher education. Applicants must have a demonstrated capacity for implementing programs that address vocational training and employment in refugee settings. There is no cost-sharing requirement, but voluntary contributions are welcomed.
The program's objectives include delivering vocational training aligned with local market demands, creating pathways to sustainable employment, and fostering partnerships between local businesses and the refugee workforce. Special emphasis is placed on inclusion, ensuring equitable access for women, youth, and vulnerable populations. Applicants should propose projects that integrate local resources and align with host community economic needs.
Proposals must include a detailed project narrative, budget narrative, and required forms. Applications should clearly outline goals, measurable objectives, proposed activities, and an evaluation framework to monitor and assess outcomes. Collaboration with local stakeholders, including governments and private sector partners, is encouraged. Applications must also address potential risks, including social and economic challenges, and propose strategies to mitigate them.
Applications are due by April 15, 2025, and must be submitted through Grants.gov. Required documents include SF-424 forms, a monitoring and evaluation plan, and letters of support, if applicable. Successful applicants will be notified by September 2025, with project activities expected to begin shortly thereafter.
Proposals will be evaluated on the quality and feasibility of the program design, organizational capacity, cost-effectiveness, and the potential for lasting impact. The review process will also consider how well proposals address the needs of both refugees and host communities and promote equity and inclusion.
Award recipients are required to comply with federal reporting requirements, including quarterly financial and performance reports.
