UNITED STATES MILITARY ACADEMY Broad Agency Announcement
This funding opportunity invites a wide range of organizations, including universities and businesses, to propose innovative research projects that support the U.S. Army's mission and the educational goals of West Point across various scientific and technical fields.
Description
The United States Military Academy (USMA) at West Point has issued a Broad Agency Announcement (BAA) under opportunity number W911NF-20-S-0008, active from April 1, 2020, to March 31, 2027. This BAA is administered by the U.S. Army Contracting Command, Aberdeen Proving Ground, Research Triangle Park Division. The purpose of the announcement is to solicit proposals for basic and applied research in a variety of scientific and technical domains in support of the Army's mission and the educational objectives of West Point.
USMA seeks proposals from a diverse array of organizations, including institutions of higher education, non-profits, state and local governments, foreign organizations, and for-profit businesses, including small and large enterprises. The BAA is especially encouraging of submissions from Historically Black Colleges and Universities (HBCUs) and Minority-Serving Institutions (MSIs), either as prime applicants or as members of consortia.
The scope of funding covers multiple thematic research campaigns including Ballistics, Infrastructure and Energy Sustainability, Materials Science, Unmanned Systems, Human Support Systems, Emerging Technologies, Life Sciences, Social Sciences, Counterterrorism, and more. These research topics are broad and include interests such as next-generation soldier systems, AI and machine learning, climate and environmental resilience, simulations for military training, and the character of future warfare. Specific technical points of contact (TPOCs) are listed for each area of interest, providing direct avenues for preliminary communication before proposal submission.
Proposals may be submitted at any point during the open period and are expected to include a whitepaper in advance to receive feedback. Applications must include both technical and cost proposals and follow detailed formatting and submission guidelines available on USMA’s research portal and Grants.gov. Proposals should align with the Army’s goals to develop innovative, impactful technologies and support academic and professional development.
There are no fixed funding amounts or award ceilings disclosed in the announcement; awards will be made based on merit and availability of funds. Various award instruments may be used, including grants, contracts, cooperative agreements, or other transactions. Importantly, cost-sharing is generally not required unless applying under specific instrument types like Technology Investment Agreements (TIAs).
Scientific and technical inquiries should be directed to the designated TPOCs listed in the research area sections. Administrative questions may be addressed to Brandon S. Hill at brandon.s.hill24.civ@army.mil. Proposals must be submitted through Grants.gov or via email if requesting contract-based awards. The BAA clearly outlines all necessary forms, formats, and review criteria.
