Description
The County of Hawaiʻi's Impact Grants Energy Program (RFP No. 24EN-04 Amendment No. 1) for Fiscal Year 2024-2025 supports initiatives that create measurable, positive impacts in energy use and development on Hawaiʻi Island. The program aims to advance energy efficiency, renewable energy adoption, alternative fuel vehicles, and equitable access to clean energy while addressing the environmental and economic impacts of fossil fuel dependency. A total of $70,000 is available, with grants ranging from $3,000 to $60,000.
Eligible applicants include educational institutions, state or county agencies, and 501(c)(3) nonprofit organizations. Proposals must demonstrate the capacity to deliver impactful energy solutions, such as reducing fossil fuel importation, implementing energy-efficient technologies, or conducting community education about renewable energy. Priority will be given to projects that promote economic benefits, equity, and environmental sustainability, particularly for disadvantaged communities.
Applications must be submitted through the Department's online grant portal by February 5, 2025, at 4:30 PM Hawaiʻi-Aleutian Standard Time. A 1:1 matching funds requirement is mandatory, which can include cash or in-kind contributions. Proposals should include detailed narratives, budgets, timelines, and descriptions of personnel qualifications. Required supporting documents include conflict of interest disclosures, organizational bylaws, and financial statements.
The grant review process involves a three-phase evaluation, with scoring based on project impact, fiscal accountability, and organizational qualifications. Proposals must meet a minimum threshold score of 70 points to proceed to the final evaluation. Selected projects will be notified by March 14, 2025, with agreements to be executed by June 14, 2025. Grantees are required to submit interim and final reports through the grant portal.
An informational webinar will be held on November 27, 2024, at 2:00 PM, and written questions are due by January 17, 2025, with responses provided by January 24, 2025.
