The Administration for Children and Families (ACF), Office of Head Start (OHS) is soliciting applications for funding under the Head Start/Early Head Start Recipient - Multiple Communities in CO, DE, LA, NC, OK, OR, TN, TX program. This funding opportunity supports early childhood education services for low-income children and their families, ensuring school readiness and holistic child development. The program aims to provide high-quality, comprehensive early childhood education and family engagement services that promote the social, emotional, and cognitive development of infants, toddlers, and preschoolers.
Eligible applicants for this opportunity include public or private non-profit organizations, including community-based and faith-based organizations, and for-profit organizations. Funding will be awarded competitively to organizations demonstrating the capacity to operate Head Start (HS) and Early Head Start (EHS) programs within designated service areas. Applicants can apply to provide services exclusively for Head Start, Early Head Start, or both. Award recipients will be responsible for delivering education, health, nutrition, and parent engagement services aligned with the Head Start Program Performance Standards (HSPPS).
A total of approximately $70,714,054 in federal funding is available, with an estimated 20 awards expected to be made. The award ceiling is $20,276,444, and the award floor is $1,066,650 per budget period. The anticipated project start date is July 1, 2025, with a project period of 60 months, divided into five 12-month budget periods. Organizations must provide a 20% non-federal cost share unless a waiver is granted.
Applications must be submitted by April 29, 2025, through Grants.gov. A comprehensive application package is required, including a project narrative, budget justification, proof of organizational capacity, and required certifications. Special attention should be given to the required forms and eligibility criteria outlined in the Appendix section of the funding opportunity. Additionally, recipients must meet the federal oversight and monitoring requirements, as outlined in 45 CFR Parts 1301-1305, and demonstrate compliance with performance and fiscal management standards.
