The FY25 Public Diplomacy Section (PDS) Notice of Funding Opportunity (NOFO) from the U.S. Embassy Abuja Public Diplomacy Section (PDS), Department of State, provides funding for programs that strengthen U.S.-Nigeria relations. The goal is to promote mutual understanding and collaboration between the U.S. and Nigerian institutions through projects that align with U.S. mission objectives. The funding opportunity targets nonprofit organizations, educational institutions (public and private), public international organizations, and governmental institutions that operate in 19 Northern Nigerian states and the Federal Capital Territory (FCT). Selected programs must include a U.S. cultural or institutional component that enhances knowledge of U.S. policies, values, and perspectives.
The program focuses on four key areas. The first is good governance advocacy, which includes promoting transparency, accountability, and media freedom to drive peaceful policy changes. The second is entrepreneurship and innovation, especially within the creative industries, to improve economic opportunities for Nigerian youth, women, and vulnerable populations. The third is access to quality education through literacy development and educator training, aiming to enhance collaboration, global competence, and digital resource integration. The fourth is addressing climate change, food insecurity, and instability by equipping communities and local institutions with best practices, technology, and advocacy tools.
Funding for this opportunity ranges between $5,000 and $50,000 per award, with a project period of up to 12 months. The program is funded through FY25 Smith-Mundt Public Diplomacy Funds and is awarded either as a grant or a cooperative agreement. The Department of State may approve continuation grants beyond the initial budget period based on availability of funds, project success, and alignment with strategic priorities. Cost-sharing is allowed but not required.
Eligible applicants must have a Unique Entity Identifier (UEI) and be registered in SAM.gov. Each organization may submit only one proposal. The program does not fund partisan political activities, social welfare projects, tuition support, individual travel, construction projects, religious activities, fundraising campaigns, lobbying, scientific research, or projects primarily focused on institutional growth.
The application must include standard federal assistance forms, a proposal that outlines goals, activities, methods, timeline, key personnel, partnerships, and an evaluation plan, as well as a budget justification. Additional attachments such as letters of support, key personnel resumes, and official permissions (if applicable) are required. Proposals must be submitted by March 21, 2025, at 11:59 pm GMT. Applications are reviewed based on criteria including feasibility, organizational capacity, program planning, budget, monitoring and evaluation, and sustainability.
Applicants must submit materials via email to PASAbujaGrants@state.gov. Successful applicants will receive an official award notice, after which expenses may be incurred. Awarded organizations must comply with federal regulations and reporting requirements, including financial and programmatic reporting throughout the grant period. The U.S. Department of State reserves the right to reject applications, adjust funding, and set reporting expectations.
