The Orange County Agricultural Economic Development Grant Program provides financial assistance to local farmers for the development of new sources of agricultural income. Individual grants are capped at $10,000, with a maximum of $10,000 available per farm operation within a three-year period. Applications must demonstrate clear project goals, market access, and operational capacity, with a focus on innovative or value-added agricultural activities, agritourism, and diversified farm enterprises.
Eligible applicants must own or lease land in Orange County, North Carolina, within appropriately zoned areas, and have established infrastructure and market access. Both existing and new farm operations are eligible, but applicants must demonstrate relevant farming experience, market research, and a valid project concept. Collaborative applications involving at least three farmers or agricultural agencies are also eligible. Applicants must not have outstanding taxes, fees, or loans owed to the county and must comply with all Orange County administrative requirements, including completing annual property tax forms.
The grant can be used for expenses directly related to production, marketing, and infrastructure improvements. Suitable expenses include equipment, facility upgrades, and other project-related costs. Salaries, routine operational costs (e.g., rent, utilities), and pre-existing expenses are ineligible. Grant funds must be used as outlined in the approved proposal unless changes are pre-approved through a formal process. Successful projects are expected to enhance market access, create jobs, or increase farm income.
Applications are reviewed quarterly by the Agricultural Economic Development Grant Subcommittee, which includes representatives from the Orange County Economic Development Advisory Board, the Agricultural Preservation Board, and at-large members. The Subcommittee evaluates applications based on comprehensive scoring criteria and may request interviews or additional information. Final decisions include approval, denial, or deferral, and denied applicants must wait six months to reapply. Approved projects require reporting on fund usage and milestones within 180 days, followed by a one-year progress report with documentation of expenditures.
The program emphasizes accountability and compliance, enforcing a “Clawback/Collection Policy” to reclaim funds if recipients fail to meet grant conditions. If non-compliance occurs, recipients are notified and given time to resolve the issue before further action is taken, including legal proceedings. Applicants must submit their applications through the Orange County Economic Development Submittable portal by the quarterly deadlines: September 30, December 31, March 31, and June 30, by 5:00 PM. The grant process continues until annual funds are exhausted.
