The Subcommittee evaluates applications based on comprehensive scoring criteria and may request interviews or additional information. Final decisions include approval, denial, or deferral, and denied applicants must wait six months to reapply. Approved projects require reporting on fund usage and milestones within 180 days, followed by a one-year progress report with documentation of expenditures.

The program emphasizes accountability and compliance, enforcing a “Clawback/Collection Policy” to reclaim funds if recipients fail to meet grant conditions. If non-compliance occurs, recipients are notified and given time to resolve the issue before further action is taken, including legal proceedings. Applicants must submit their applications through the Orange County Economic Development Submittable portal by the quarterly deadlines: September 30, December 31, March 31, and June 30, by 5:00 PM.
