The Illinois Department of Human Services (IDHS), through its Office of Workforce Development and Bureau of Employment and Training, is offering funding under the Supplemental Nutrition Assistance Program (SNAP) - Earnfare initiative. This grant program is designed to provide work-based learning opportunities for eligible SNAP recipients, allowing them to gain work experience, meet federal work requirements, and earn additional income. The funding supports grantees in administering employment and training services in accordance with federal and state SNAP guidelines.
IDHS anticipates awarding approximately $737,500 in total funding, distributed among an estimated 15 grantees. Individual awards will range from $50,000 to $170,000. The average award in prior years was approximately $104,000. This competitive funding opportunity is open to 501(c)(3) nonprofit community-based organizations, public community-based organizations, and units of local government with a strong track record of employment services and workforce training. All applicants must have a minimum of five years of experience providing similar services and demonstrate the ability to begin service delivery by July 1, 2025.
The Earnfare program targets adult SNAP recipients who voluntarily participate in employment and training activities. Providers are expected to recruit participants, assess employability, develop employment plans, and connect participants to supervised work opportunities. Participants earn stipends after working off the value of their SNAP benefits. Supportive services such as transportation, uniforms, and tools must also be offered. Grantees must demonstrate a commitment to equity, inclusion, and cultural competency, particularly in serving high-need areas or underserved populations.
Applications must include a detailed program narrative, budget submitted through the CSA system, a conflict of interest disclosure, W-9 form, and completed Uniform Application for State Grant Assistance. The application must be submitted via email to DHS.ETNOFO@Illinois.gov by 11:59 PM CST on April 23, 2025. Late or incomplete applications will not be reviewed.
Grant proposals will be scored on a 100-point scale, with evaluation criteria covering agency qualifications (40 points), program quality (35 points), need (10 points), executive summary (5 points), and budget and narrative (10 points). Award announcements are expected by May 15, 2025, and grant agreements will begin no earlier than July 1, 2025, for a one-year term ending June 30, 2026. Successful grantees may be eligible for up to two additional one-year renewals based on performance and appropriations.
