The Emergency Forest Restoration Program (EFRP) is a key initiative by the U.S. Department of Agriculture (USDA) Farm Service Agency (FSA) designed to assist owners of non-industrial private forest (NIPF) land in restoring forest health damaged due to natural disasters. The program supports emergency measures to rehabilitate land afflicted by events that compromise the natural resources, impair future land use, and threaten environmental benefits forests provide. Eligible lands must have had tree cover prior to the disaster and be under the management of private individuals or entities capable of making definitive decisions about the land's use. EFRP offers financial assistance covering up to 75% of the cost to implement approved restoration practices, with a cap of $500,000 per disaster, per person or legal entity. Practices include debris removal, site preparation, replanting, and the restoration of forest-related infrastructure, among others. Enrollment periods are determined by FSA state and county committees, which also conduct on-site damage inspections to assess eligibility based on the disaster's impact.
