Description

The Office of the Assistant Secretary for Health (OASH) under the Department of Health and Human Services (HHS) has announced a forecasted funding opportunity for the establishment of the National Training Center for Title X and Teen Pregnancy Prevention (TPP). This funding opportunity is intended to support a training center that will provide training and technical assistance to all Office of Population Affairs (OPA)-funded Title X family planning service delivery grantees and all OPA-funded TPP Program recipients. The goal is to enhance the knowledge, skills, and self-efficacy of personnel working in these federally funded programs to ensure high-quality service delivery and maximize impact in communities.

The anticipated funding opportunity is structured as a cooperative agreement, with two separate funding streams: one under Title X (assistance listing number 93.260) and one under the TPP Program (assistance listing number 93.297). A total of $3.5 million is available for the Title X component, while an additional $1.5 million is allocated for the TPP Program component. A single awardee will receive the grant through two cooperative agreements, which together will form the National Training Center. The expected project start date is September 30, 2025.

For the Title X component, the training center will focus on ensuring access to and implementation of high-quality service delivery, building workforce capacity, strengthening health information and technology, and enhancing financial sustainability. The TPP component will focus on training for program design, implementation, and evaluation, as well as engaging key stakeholders, improving continuous quality improvement, and enhancing sustainability.

Eligibility is open to various public and nonprofit organizations, including public housing authorities, tribal organizations, city and township governments, special district governments, county and state governments, public and state-controlled higher education institutions, independent school districts, and nonprofits with or without 501(c)(3) status. However, to receive funding for both the Title X and TPP programs, applicants must demonstrate a legally recognized partnership or consortium or coordinate with OASH to ensure eligibility as separate entities.

The estimated timeline for the funding opportunity is as follows: the forecasted date is August 7, 2024, with an estimated post date of April 25, 2025. The application submission deadline is July 15, 2025, at 6:00 p.m. Eastern Time, and awards are anticipated to be announced on September 1, 2025. Funding is typically awarded in 12-month budget periods, with possible continuation funding contingent upon availability of funds, satisfactory project progress, and federal oversight.
