The SFY 2025 Deputy Sheriff Salary Supplementation Fund (DSSSF) is a funding opportunity provided by the Missouri Department of Public Safety through the Missouri Sheriff Methamphetamine Relief Taskforce (MoSMART). This grant is designed to supplement the salaries and associated employee benefits of county deputy sheriffs. The DSSSF is funded through charges for services received by county sheriffs and deposited into the state treasury. The program is administered under statutory authority, ensuring that funds are used exclusively for salary increases and benefits for eligible law enforcement personnel.

The primary objective of the DSSSF is to provide financial assistance to counties to support competitive wages for deputy sheriffs. The grant is structured to ensure that counties can recruit and retain qualified law enforcement personnel by supplementing their salaries based on a predefined funding formula. Deputy sheriffs earning below $50,000 annually are eligible for varying levels of salary supplements, with the most significant support going to those earning less than $25,500 per year.

The funding period for this grant is from July 1, 2024, to June 30, 2025, with all awarded funds required to be obligated within this timeframe. Funds that are not properly obligated or expended by the deadline will be de-obligated and returned to the DSSSF account. Applications for the grant must be submitted between May 1, 2024, and May 31, 2024, by 4:00 PM CST through the Missouri Department of Public Safety’s online WebGrants System.

Eligible applicants include County Sheriff’s Offices and County Police Departments, provided they meet specific statutory compliance requirements. These include submitting a Vehicle Stops Report, maintaining policies on recording custodial interrogations, forwarding intoxication-related traffic offense information, and participating in the state’s crime reporting and use-of-force data programs. Agencies must also be compliant with the National Incident-Based Reporting System (NIBRS) and the Rap Back Program.

Funding is limited to salary supplementation and benefits associated with salary increases. Eligible budget categories include personnel and personnel benefits, covering FICA/Medicare, pension contributions, and workers' compensation. However, costs related to insurance premiums, unemployment compensation, or any form of budget supplanting are not allowed under this grant.

Applicants must submit specific documentation, including a Contact Information Form, a List of Deputies (including any vacant positions), and Certified Assurances. Applications that do not meet the compliance and documentation requirements will not be considered for funding.
