Naval Undersea Warfare Center Division Newport

This funding opportunity invites innovative research proposals from industry, academia, and non-traditional defense contractors to advance undersea technologies that support naval operations and enhance capabilities in areas like sonar systems, autonomous vehicles, and cybersecurity.

Description

The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) has issued a Science and Technology Broad Agency Announcement (S&T BAA) under solicitation number N6660425R0329. This five-year open BAA invites innovative research proposals aimed at advancing undersea technology and supporting naval operations. NUWCDIVNPT is interested in basic and applied research across 27 key undersea technology subject areas, including sonar systems, undersea communications, autonomous underwater vehicles, cybersecurity, artificial intelligence, propulsion systems, and torpedo defense.

This BAA is a two-step process, beginning with the submission of white papers to determine feasibility and alignment with naval research needs. Selected proposers will be invited to submit full technical and cost proposals. Awards may be made in the form of FAR-based contracts or Other Transaction Agreements (OTAs), but grants will not be awarded under this BAA.

Proposals should focus on technologies with potential naval applications, particularly those that enhance situational awareness, automation, unmanned systems, networked battle management, and next-generation warfare capabilities. The BAA emphasizes collaboration with industry, academia, and non-traditional defense contractors. However, all work awarded under this BAA must be unclassified.

NUWCDIVNPT anticipates multiple awards with varying contract values based on project scope and available funding. The evaluation criteria include scientific merit, relevance to naval operations, technical feasibility, proposer capabilities, and cost realism. Offerors must register in SAM.gov and comply with organizational conflict of interest (OCI) disclosure requirements.

Interested applicants should submit white papers and proposals electronically to NUWC_NWPT_02_BAA_Proposal_Submittal@us.navy.mil. The government will not fund proposal preparation costs, and funding is not guaranteed for all submissions.
