Description

The OVW Transitional Housing Assistance Grants program supports projects providing 6 to 24 months of transitional housing, short-term housing assistance, and related support services for victims of domestic violence, dating violence, sexual assault, or stalking. These funds are designed to assist victims who are homeless or in need of housing assistance due to these circumstances, where emergency shelters or crisis intervention services are insufficient. Eligible applicants include state, Tribal, and local governments, as well as organizations with a proven record of serving these populations. The program will disburse up to $40 million in funding, with individual awards capped at $400,000 for support services or $500,000 for combined housing and support services projects. Additional funding of up to $50,000 or $100,000 is available for projects addressing one or both priority areas, respectively.

The program prioritizes underserved populations, including those facing barriers due to geographic, cultural, or other factors, as well as victims of non-intimate partner sexual assault. Applicants must demonstrate a clear understanding of the unique challenges these populations face and propose targeted solutions. The program supports various housing models, including scattered, clustered, and communal living sites, and requires all support services offered to be voluntary, with no mandatory participation for housing eligibility. Follow-up services for 3 to 12 months after securing permanent housing are also mandatory.

Eligible applicants must meet specific criteria, including partnering with a victim service provider with a documented history of providing services. Other organizations must demonstrate at least three years of experience in addressing domestic violence, dating violence, sexual assault, or stalking. Disqualifying factors include unallowable costs, late submission, or proposed activities compromising victim safety. Applications are subject to both peer and programmatic reviews, and deductions in scoring may occur for failure to adhere to guidelines or address mandatory elements.

Applications require a comprehensive package, including a proposal narrative, budget worksheet, memorandum of understanding (MOU), and a letter of experience (LOE). Each document has strict formatting and content guidelines. Applicants must address project design, implementation strategies, and expected outcomes in detail. Additional components such as the summary data sheet, disclosures, and assurances are required to ensure compliance with federal regulations. The submission process is two-fold, with preliminary steps in Grants.gov followed by the full application in JustGrants, with deadlines on March 18, 2025, and March 20, 2025, respectively.

Selected applicants must adhere to post-award requirements, including regular performance reporting, compliance with nondiscrimination laws, and participation in OVW-sponsored training and technical assistance. Funds may not be used for research, prevention, or activities that compromise victim safety.
