2025 Port Infrastructure Development Program

Description
The Port Infrastructure Development Program (PIDP) Discretionary Grant for FY 2025 is administered by the Maritime Administration (MARAD) under the U.S. Department of Transportation (DOT). This funding opportunity supports infrastructure projects aimed at enhancing safety, efficiency, and reliability in port operations and intermodal connections. A total of approximately $450 million is anticipated to be available, subject to additional funding through the FY 2025 Appropriations Act. Applications are due by April 30, 2025, at 11:59:59 p.m. EDT.
Eligible applicants include state governments, local governments, public agencies or authorities, special purpose districts with a transportation function, Indian Tribes or consortia of Tribes, and joint applicants that include a private entity. Federal agencies and individuals are not eligible for this grant. The program funds capital projects within or outside a port that contribute to loading/unloading improvements, operational efficiency, environmental mitigation, and port resilience. Additionally, planning grants are available for development phase activities such as feasibility studies, environmental review, and master planning.
Each applicant may submit only one application. The federal share of a project’s total cost must not exceed 80%, except in cases involving rural areas or small projects at small ports, where the federal share may be increased. Non-federal matching funds must be demonstrated through commitment letters or similar documentation. Pre-award costs are not eligible for reimbursement unless expressly authorized.
Applications must include a detailed project narrative, covering project description, location, funding sources, merit criteria, project readiness, and compliance with statutory requirements. The merit criteria focus on safety, efficiency, economic vitality, leveraging federal funding, and port resilience. Priority consideration will be given to projects that support environmental sustainability, workforce development, and equity under the Justice40 Initiative. Evaluation will be conducted in a multi-tier review process, with projects meeting all criteria advancing for final selection.
Successful applicants will be required to comply with federal procurement, environmental, and labor standards, including Buy America provisions, wage rate requirements, and reporting obligations. Funds must be obligated by September 30, 2029, and expended within five years. Awards are expected to be announced no later than November 14, 2025.
