Description

The Montco 2040: Implementation Grant Program is part of Montgomery County's initiative to implement its comprehensive plan, Montco 2040: A Shared Vision. This program supports municipalities in achieving specific physical improvements that advance the goals of the county’s plan. The grant is designed to help municipalities turn broad planning goals into tangible projects that have a direct, transformative impact on local communities. The program offers funding for projects that focus on improving connected communities, sustainable places, and a vibrant economy, all central themes of the county's vision.

Eligible applicants for this grant are municipalities within Montgomery County, which may also partner with non-profit or private entities to benefit the public. Municipalities can submit up to two applications, though they can only receive one grant award unless part of a multi-municipal project. The total grant funding can reach up to $250,000 per municipality, with the average award typically around $100,000. However, a group of municipalities applying jointly for a project can receive up to $350,000 in total funding. Grants must be used for physical improvements that contribute to the broader county goals, with projects required to be completed within 36 months from the award date.

Applications are reviewed based on several criteria, including the impact of the project, consistency with county and local planning efforts, diversity, equity and inclusion, project readiness, and funding. Municipalities must provide a match for the grant, with most projects requiring a 20% local match. However, municipalities with a median household income below 80% of the county’s median income qualify for a reduced local match of 10%, with open space preservation projects requiring a 50% match. The county prioritizes projects that are aligned with the designated focus categories for the year, which for 2025 include adaptation and resiliency, support for downtowns and community destinations, and transportation and mobility improvements.

The deadline for submitting applications for this program is March 3, 2025, with a review process that includes recommendations for funding forwarded to the County Commissioners for approval. Once approved, funding agreements are issued to the municipalities. The program emphasizes community collaboration and sustainable growth and aims to support projects that improve quality of life and meet the county’s long-term goals.
