Description

The Property Improvement Program (PIP) by the City of Boyd is designed to provide technical and financial support to commercial property owners and business tenants aiming to enhance the external features of their properties. The program focuses on restoring and renovating building facades, signage, lighting, and other visible elements to improve the visual appeal and accessibility of businesses. It does not, however, address structural repairs or building code violations. The initiative includes a matching grant that reimburses up to 50% of eligible improvement costs, with a maximum grant amount of $10,000 per project.

The program’s primary objectives include revitalizing commercial properties to boost aesthetic appeal, customer accessibility, and business visibility. Eligible improvements span various categories, including facade restorations, window and door replacements, city-approved signage, visually appealing lighting, awnings, parking lot resurfacing, landscaping, and public accessibility enhancements. Certain expenses, such as structural changes, interior renovations, security systems, or costs covered by insurance, are excluded. Applicants must comply with all municipal regulations and ensure that no liens or unpaid taxes exist on their properties.

Only commercial property owners or tenants within Boyd city limits are eligible. However, non-profit organizations, residential properties, government offices, home businesses, and certain other establishments are not eligible. Applicants must submit a detailed application, including project designs, a completed W-9, and all supporting documentation, by February 4, 2025. Final approval is contingent on multiple levels of review, including the Boyd Municipal Development District (BMDD) Board, city staff, and the Boyd City Council.

Applications must demonstrate how proposed improvements align with city standards, restore significant architectural elements, or otherwise enhance the property's streetscape. Any changes to approved plans require city approval. Work must begin within 60 days of receiving the “notice to proceed” and be completed as specified. Reimbursement is issued only after submission of all paid invoices, provided the improvements are certified as compliant with the approved project plan. Rejected applications cannot be resubmitted for 120 days from the original submission date.

Applicants must also commit to maintaining the improved facade for at least three years without alterations unless approved by the city. Noncompliance with program terms may result in agreement termination. The program emphasizes collaboration, with city staff available to guide applicants during the conceptual stage of their projects, though hiring licensed professionals for detailed design and execution is the applicant’s responsibility.

The application review timeline includes presentations to the BMDD Board on February 6, 2025. Final requests for reimbursement must be submitted by September 19, 2025. Interested applicants are encouraged to contact the BMDD office for assistance and further details.
