The U.S. Embassy in Ljubljana, Slovenia has announced the FY 2025 Notice of Funding Opportunity (NOFO) for its Small Grants Program under a final announcement type. This initiative supports public diplomacy projects that reinforce U.S. government objectives and foster strong bilateral relations between the United States and Slovenia. The program specifically seeks to support efforts that enhance people-to-people connections, and applicants are encouraged to propose initiatives that make both American and Slovenian communities safer, more prosperous, and resilient.
The funding opportunity offers fixed amount awards and cooperative agreements, utilizing Public Diplomacy Funds from the FY25 Smith-Mundt and Fulbright-Hays Acts. Projects must be completed within a twelve-month period, with a proposed performance timeframe from September 1, 2025, through September 1, 2026. Awards typically range from $5,000 to $10,000, though exceptional proposals may receive up to $15,000. The total funding pool available is up to $50,000, with approximately 10 grants expected to be awarded.
Eligible applicants include U.S. and Slovenian individuals, non-profit and non-governmental organizations, higher educational and research institutions, and independent public entities in Slovenia. Organizations must possess a Unique Entity Identifier (UEI) and be registered on SAM.gov, while individuals are exempt from these registration requirements. Applicants are restricted to one submission per organization, with non-compliant applications rendered ineligible.
The program emphasizes the inclusion of an American component—such as a U.S.-based speaker, expert, or virtual engagement—as part of the project. Proposals should align with priority areas including democracy and human rights, security and defense, economic development, education, scientific collaboration, cultural exchange, and shared heritage. Proposals should also include a monitoring and evaluation plan, detailed budget and narrative, and optional attachments such as resumes and letters of commitment.
