Empower to Grow (E2G) Program Manufacturing
This program provides funding to support small manufacturing businesses, especially those in underserved areas, by offering hands-on training and technical assistance to improve their operations and competitiveness.

The Empower to Grow (E2G) Program, administered by the U.S. Small Business Administration (SBA), is a federal initiative aimed at supporting small manufacturing businesses through hands-on training and technical assistance. Formerly known as the 7(j) Management and Technical Assistance Program, this funding opportunity seeks to empower eligible small businesses, particularly those located in Historically Underutilized Business Zones (HUBZones), owned by low-income individuals, or eligible for SBA's 8(a) program. The program is authorized under Section 7(j) of the Small Business Act and offers discretionary grants for projects that provide comprehensive manufacturing support services.
The primary objectives of the E2G initiative are to enhance the entrepreneurial capacities of small businesses, particularly in manufacturing, and to address current challenges such as workforce shortages, operational inefficiencies, and limited access to contract opportunities. The program specifically targets businesses in industries such as timber, energy, aluminum, steel, digital services, and automotive, although other sectors may also be eligible. Funded projects must offer innovative, hands-on assistance in areas such as operating machinery, quality control, and maintaining workplace safety. They must also include strategic business planning, financial counseling, and other vital support services without duplicating existing SBA services.
Organizations eligible to apply must be for-profit or nonprofit entities, including small and other-than-small businesses, trade and professional associations, and educational institutions. Applicants must have at least three years of continuous existence and experience in providing relevant support to small manufacturing businesses. Notably, applicants must demonstrate their capability to deliver impactful training and technical assistance and must not be debarred, in bankruptcy, or have unresolved federal obligations or audit findings.
Applications are due via Grants.gov by 11:59 PM Eastern Time on May 12, 2025. Two informational webinars are scheduled on April 24 and April 30, 2025. Proposals must include a cover letter, technical proposal (limited to 15 pages), budget documents, and supporting attachments. Specific evaluation criteria include organizational capacity, project management, project design, collaboration, and ability to reach target markets. Only one application per entity will be evaluated.
Selected projects will receive funding for a base period of 12 months, with the possibility of four additional 12-month option periods. The SBA anticipates awarding up to three grants with a total funding ceiling of $1,148,658. There is no requirement for matching funds. Reports on financials and performance must be submitted quarterly and annually, and detailed data collection on project outcomes is mandated.
