Description

The FY2024 Historic Preservation Fund - Semiquincentennial Grants, administered by the National Park Service (NPS), is designed to support the physical preservation of cultural resources associated with the founding of the United States in commemoration of its 250th anniversary. The program, funded by the Historic Preservation Fund (HPF), provides grants to properties listed in the National Register of Historic Places, including buildings, sites, structures, objects, and historic districts. The goal of the grant is to safeguard and maintain historical sites that illustrate the nation's early history up to the year 1815, ensuring their continued significance for future generations.

The grant program focuses on both pre-preservation and preservation projects. Pre-preservation projects include architectural planning, historic structure reports, and necessary studies, with grants ranging from $15,000 to $75,000. Preservation projects support the physical restoration of historic properties, with awards ranging from $75,000 to $750,000. Up to 20% of preservation project funding may be used for pre-preservation work such as architectural or engineering services. The program does not require cost-sharing, although matching funds may be considered a competitive advantage. State-owned properties receive priority funding as directed by Congress.

Eligible applicants include state and local governments, nonprofits (including nonprofit educational institutions), and federally recognized Indian Tribes, Alaskan Natives, and Native Hawaiian organizations. The grant does not support properties owned or leased by the National Park Service or those in which the NPS holds an interest. To qualify, properties must already be listed in the National Register of Historic Places or designated as National Historic Landmarks at the time of application.

Applicants must submit a full application through Grants.gov, including required forms such as SF-424, SF-424A, SF-424C (for construction projects), budget justifications, project narratives, and documentation of property ownership or eligibility. Additional documents such as letters of support and owner consent forms may be required depending on the project type. The application deadline is March 18, 2025, at 11:59 PM ET. Applicants are strongly encouraged to begin the SAM.gov registration process early, as registration delays can take months.

Applications are evaluated through a competitive merit review process, with criteria focused on historical significance (25 points), urgency and need (25 points), feasibility of project completion (25 points), and sustainability (25 points). Priority is given to projects demonstrating significant national impact, strong preservation planning, and long-term sustainability strategies.

Successful applicants will be required to comply with federal reporting and preservation standards, including the Secretary of the Interior's Standards for Archeology and Historic Preservation. Projects must adhere to federal laws such as Section 106 of the National Historic Preservation Act (NHPA) and National Environmental Policy Act (NEPA). Grant recipients must also enter into preservation agreements or easements to ensure the long-term protection of funded properties. The anticipated project start date is August 1, 2025, with completion expected by August 1, 2028.
