The Fisheries Habitat Grant Program, administered by the Michigan Department of Natural Resources (DNR), aims to support projects that enhance fisheries, aquatic resources, and public access to water-based recreation. This program funds initiatives focused on fish habitat conservation, dam removal and repair, and other habitat-related improvements. The grant program is designed to promote the long-term sustainability of aquatic ecosystems while addressing priority conservation projects identified by the DNR. Competitive applications should focus on addressing root causes of habitat degradation rather than temporary fixes, ensure cost-effectiveness, utilize appropriate conservation methods, and contribute to human and ecological safety in dam management.
Projects submitted for funding should align with the 2024 Fisheries Priority Habitat Conservation Project List, which outlines key conservation needs across the state. While this list serves as a guideline for potential projects, it is not exhaustive, and applicants are encouraged to consult with DNR staff to assess eligibility and project alignment. Preference may be given to applications that address projects identified on this list.
Eligible applicants for the grant program include local, state, federal, and tribal government entities, as well as nonprofit organizations and academic institutions. The application process consists of multiple stages, starting with an initial consultation with DNR staff. Applicants must first submit a pre-proposal, after which selected projects will be invited to submit a full application. Proposals are evaluated by DNR staff, and final funding decisions are made by the DNR director.
The grant program follows a structured timeline, beginning with the request for pre-proposals on August 27, 2024. Pre-proposals are due by October 4, 2024, with invitations for full applications issued on November 15, 2024. Full applications are due by January 10, 2025, and final award announcements are expected around May 2025. Projects must be completed within one and a half years (covering two construction seasons), although extensions may be requested.
Grant requests must be at least $25,000, with a maximum funding amount determined by the specific conservation theme under which the application falls, up to $1.6 million. A minimum match of 10% is required for all projects. Funding for the program is sourced from the Game and Fish Protection Fund (for aquatic habitat conservation), the State of Michigan General Fund (for dam management), and the Game and Fish Settlement Fund (for habitat and recreation projects in designated watersheds).
The grant program operates under the authority of Part 5 of Act 451, P.A. 1994, as amended, and is subject to annual appropriations by the Michigan Legislature.
