DEVCOM Analysis Center Broad Agency Announcement For Applied Research
This funding opportunity is designed to support a wide range of research proposals from universities, nonprofits, businesses, and government entities that aim to advance the U.S. Army's technological capabilities and operational effectiveness.
Description
The U.S. Army Combat Capabilities Development Command (DEVCOM) Analysis Center (DAC) has issued a Broad Agency Announcement (BAA) to solicit research proposals for applied research, advanced technology development, and prototype development. This funding opportunity, identified as W911NF-23-S-0003, is open from January 5, 2023, to January 4, 2028. DAC serves as the Army's central hub for analytical decision-making, with a mission to inform modernization and readiness decisions through scientific research, tool development, and data curation.
The DAC BAA seeks proposals from a variety of entities, including institutions of higher education, nonprofit organizations, state and local governments, foreign organizations, and for-profit businesses, including both small and large companies. The research proposals should align with DAC’s mission to advance Army technologies and operational capabilities. While specific research topics are listed on the DAC BAA website, the Army is open to innovative proposals that contribute to its scientific and technological objectives.
Funding will be awarded through multiple mechanisms, including procurement contracts, grants, cooperative agreements, Technology Investment Agreements (TIAs), and Other Transactions (OTs). Each proposal will be evaluated based on scientific merit, potential contributions to the Army, and the qualifications of the research team. Cost-sharing is generally not required, except for certain awards under OT agreements.
The application process includes an optional preliminary inquiry with DAC Technical Points of Contact (TPOCs) to assess alignment with Army priorities. Whitepapers are strongly encouraged before submitting a full proposal to minimize unnecessary effort. Full proposals must be submitted electronically through Grants.gov or via email, depending on the funding mechanism. Proposals are reviewed continuously throughout the open period, and applicants are notified of funding decisions upon selection.
There are no specific funding ceilings or floors for individual awards, as funding levels will depend on the nature and scope of each project. The BAA does not specify a fixed number of awards but anticipates multiple selections based on merit and available funding. Awards will be subject to various administrative and national policy requirements, including compliance with export control regulations, human subjects research protections, and reporting requirements.
For administrative inquiries, applicants should contact DACBAA@army.mil, while technical and programmatic inquiries should be directed to TPOCs listed on the DAC BAA website. Additional updates and amendments will be posted periodically on Grants.gov and SAM.gov.
