The U.S. Army Corps of Engineers (USACE), Alaska District, has released a Funding Opportunity Announcement (FOA) numbered W911KB-25-2-0005 for a cooperative agreement in support of the Integrated Training Area Management (ITAM) Program at the Pohakuloa Training Area (PTA) in Hawaii. This project focuses on Land Rehabilitation and Maintenance (LRAM) and is aligned with the goals set forth by the United States Army Garrison Hawaii (USAG-HI) under the Integrated Natural Resources Management Plan (INRMP). The program ensures training lands are managed sustainably to maintain long-term mission readiness and environmental stewardship.

The total estimated funding for this opportunity is $7,584,162.87, with an individual project ceiling of $1,454,183.14. Only one award is expected to be made. The cooperative agreement will initially span 12 months, with an option for four additional 12-month periods contingent on the availability of funds. All support activities must comply with federal regulations, and the government will retain substantive involvement in all project phases.

Eligible applicants include states, local governments, Indian tribes, non-governmental organizations, and individuals, under the authority of 16 U.S.C. 670c-1(a). No cost sharing is required; the project is fully funded by USACE. Applications must include SF 424 series forms and a program narrative detailing how the applicant will meet the project goals. The recipient must comply with specific operational requirements including staff safety certifications, the use of government-furnished property (such as heavy equipment and office space), and deliverables such as maintenance plans, safety documentation, and monthly status reports.

Applicants will be evaluated based on three key factors: experience, technical approach, and cost. The most heavily weighted factor is relevant experience, particularly in Department of Defense (DoD) land management, environmental conservation, and military training support. Technical approach narratives must explain how the applicant will fulfill the Statement of Work (SOW) requirements, maintain data quality, and meet regulatory obligations.
