Description

The 2025 Congo Basin Conclave II – Cultural Component is a grant opportunity from the U.S. Department of State's Public Diplomacy Section at the U.S. Embassy Kinshasa. The program aims to support cultural initiatives that galvanize public support for preserving the Congo Basin, the world’s second-largest rainforest. By incorporating a cultural component, the program seeks to promote environmental stewardship, celebrate traditional arts and practices, and strengthen connections among Congo Basin communities.

A total of $50,000 is available under this program, with a single anticipated award up to that amount. The performance period for projects is 3 to 12 months, beginning in spring 2025. Eligible applicants include not-for-profit organizations, think tanks, civil society organizations, public and private educational institutions, and individuals. Cost-sharing is not required, and U.S. or foreign organizations must have an active registration in SAM.gov and a Unique Entity Identifier (UEI), while individuals are exempt from this requirement.

The program will focus on engaging artists, influencers, and local stakeholders in a series of activities, including university engagements, movie screenings, arts diplomacy, and community events like concerts or quiz shows. These initiatives are designed to educate and inspire young audiences about the importance of the Congo Basin's preservation. Participants will also collaborate in cross-border dialogues to share best practices and develop sustainable, community-driven solutions.

Applications must include a proposal summary, a description of the problem being addressed, detailed goals and objectives, project activities, a timeline, information on key personnel, and a monitoring and evaluation plan. Budget narratives should detail all anticipated costs, and additional documents like letters of support, CVs of key personnel, and indirect cost agreements (if applicable) must also be submitted.

Applications are due by February 14, 2025, and must be submitted via email to KinshasaPDGrants@state.gov. The selection process evaluates proposals on program feasibility, organizational capacity, planning, budget justification, monitoring and evaluation strategies, and sustainability. Proposals demonstrating support for equity and engagement with underserved communities will receive additional consideration.

Successful applicants will be required to submit periodic financial and performance reports. The U.S. Embassy Kinshasa will maintain substantial involvement in project implementation, including participant selection and event planning.
