Description
The Equitable Energy Future Grant Program, administered by the Illinois Department of Commerce and Economic Opportunity (DCEO), supports renewable energy and energy efficiency projects benefiting underserved Illinois communities. With a total funding pool of $25.5 million, grants range from $250,000 to $1 million and focus on pre-development activities, including project planning, community outreach, and professional services.
Eligible applicants include Illinois businesses, nonprofits, cooperatives, and equity-eligible contractors. Projects must benefit equity investment-eligible communities, low-income households, or nonprofits serving these populations. Applications are accepted on a rolling basis until December 31, 2024, but earlier submissions are encouraged as funding is limited. Applicants may apply for Phase 1 (planning and feasibility), Phase 2 (pre-development), or both phases. Performance metrics from Phase 1 are required to receive Phase 2 funding.
Key eligibility requirements include registration in the Illinois GATA Grantee Portal, a valid UEI and SAM.gov registration, and compliance with diversity and equity criteria. Proposals are evaluated based on need, applicant capacity, project quality, and cost-effectiveness, with a minimum score of 75% required for funding.
Applications must include a grant application, budget, DEIA (Diversity, Equity, Inclusion, and Access) plan, and letters of support, among other documentation.
