Strengthening Health Security through Local Partnerships in Uganda
This funding opportunity provides financial support to a wide range of organizations to strengthen Uganda's health security by improving disease detection, response systems, and surveillance capabilities.
Description
The Centers for Disease Control and Prevention (CDC) has forecasted a funding opportunity titled "Strengthening Health Security through Local Partnerships in Uganda." The goal of this cooperative agreement is to enhance Uganda's capacities for rapid detection and efficient response to health threats. Specifically, the opportunity seeks to address gaps identified in the 2023 Joint External Evaluation (JEE) of Uganda’s Global Health Security (GHS) capacities, focusing on areas such as surveillance, laboratory capabilities, rapid response systems, and countermeasures for human and zoonotic diseases. Additional priorities include improving multi-hazard preparedness, operationalizing funding mechanisms for health emergencies, establishing a national border health program, and expanding Uganda’s National Integrated Surveillance System (NISS). These efforts align with Uganda’s National Action Plan for Health Security (NAPHS).
This opportunity anticipates three awards under a cooperative agreement funding mechanism. The estimated total funding available for the program is $35 million. Specific funding limits, including award ceiling and floor amounts, were not provided, and cost-sharing or matching funds are not required. The funding opportunity is classified under Assistance Listing Number 93.318, which supports activities aimed at protecting and improving health globally. The estimated project start date is September 30, 2025, with applications due by April 8, 2025.
Eligibility for this opportunity is broad, encompassing nonprofit organizations (with or without 501(c)(3) status), for-profit organizations, higher education institutions, Native American tribal entities, independent school districts, local governments, housing authorities, and state governments. Applicants must demonstrate alignment with the program's objectives and capacity to address the targeted health security gaps in Uganda.
Interested applicants should prepare to address key aspects of Uganda's health security, such as strengthening real-time surveillance systems, laboratory networks, and response capabilities. Efforts should also focus on cross-sectoral coordination, multi-hazard preparedness, and workforce tracking for priority diseases. Applicants are expected to align their proposals with Uganda’s NAPHS and demonstrate an ability to contribute to sustainable and functional health security systems.
The Notice of Funding Opportunity (NOFO) will be officially posted on February 7, 2025. Applications must be submitted electronically by 11:59 PM ET on the deadline date. For additional details, potential applicants can contact Shana Eatman at 770-488-3933 or via email at DGHPNOFOs@cdc.gov. Organizations are encouraged to monitor Grants.gov for updates and further instructions as the estimated post date approaches.
