Natural Resources Training and Education at Mill Creek
This funding opportunity provides financial support for non-profit organizations to create educational and job-training programs for young adults interested in careers in natural resources management, focusing on hands-on conservation work and environmental stewardship.
Description
The U.S. Army Corps of Engineers (USACE), Walla Walla District, has released a funding opportunity under the title "Natural Resources Training and Education at Mill Creek." This cooperative agreement aims to support outdoor education and training initiatives focused on flood control infrastructure maintenance, environmental and recreational resource management, and public engagement. The program is rooted in the Corps' broader mission to manage water resources and public lands while promoting environmental sustainability and public safety. The cooperative agreement will primarily serve college-aged individuals (18+), delivering job training and educational experiences related to the natural resources sector over three one-week sessions across a five-month period.
The purpose of the grant is to support educational and job-training experiences for young adults who are interested in pursuing careers in natural resources management. Through the Mill Creek Project, participants will engage in practical work such as flood risk reduction, park and vegetation maintenance, trail construction and refurbishment, invasive species management, and other conservation-related activities. Each specific project will be assessed individually to ensure it meets the educational goals without replacing government personnel or affecting existing service contracts.
Funding provided through this cooperative agreement totals $32,000 and will support a single award. Eligible recipients must be non-federal public or non-profit entities, and the agreement does not require cost sharing. The performance period is set from May 12, 2025, through October 31, 2025. Applications are due no later than May 2, 2025, at 10:00 AM PT and may be submitted via email or through Grants.gov. To apply, organizations must complete specific forms including SF 424, SF 424A, a program narrative, certifications, and a certificate of authority.
Application review will include an initial eligibility and completeness check, a merit review assessing the applicant’s experience with conservation and youth training programs, and a budget review for cost realism. Successful applicants must demonstrate strong management and technical capabilities, integrity, and relevant experience. The final selection will be made based on technical evaluations and alignment with the program's goals.
Key milestones include the release of the announcement on April 2, 2025, a deadline for submission of questions by April 25, 2025, the final application deadline on May 2, 2025, and an estimated award date of May 12, 2025. Recipients are expected to provide monthly progress and financial reports and comply with administrative and safety requirements per federal regulations.
