Description

The Clinician/Health System Capacity Building Overdose Prevention (CHCBODP) grant is administered by the Illinois Department of Public Health (IDPH) using federal pass-through funds from the Centers for Disease Control and Prevention (CDC) through the Overdose Data to Action-State (OD2A-S) initiative. The primary objective of this funding opportunity is to increase clinician and health system capacity to address opioid use disorder (OUD) and stimulant use disorder (StUD) by providing evidence-based training, tools, and systemic support for overdose prevention, diagnosis, treatment, and sustained care. This grant initiative directly supports efforts to mitigate Illinois’s ongoing opioid overdose crisis by ensuring clinicians and healthcare systems are adequately prepared to meet patient needs with empathy, precision, and long-term support.

The funding opportunity supports two distinct tracks. Track 1 focuses on clinician training, aiming to improve screening, diagnosis, and connection to care for patients with substance use disorders. Allowable activities include developing educational materials, providing continuing medical education (CME), organizing workshops, and disseminating national mentorship resources. Track 2 addresses broader health system capacity building. This includes implementing trauma-informed practices, creating inpatient and emergency department workflows to identify and link patients to care, integrating pharmacists into care models, supporting system-wide use of Medication Assisted Recovery (MAR), and hiring navigators or support staff to expand care access and reduce stigma.

Applicants may request funding ranging from $35,000 to $75,000 per award, with a maximum award cap of $150,000. Up to ten awards are expected. Cost sharing is not required, and indirect costs are permitted up to 10% unless a federally negotiated indirect cost rate agreement (NICRA) is provided. Applications must be submitted through the EGrAMS portal (idphgrants.com) by 5:00 PM CT on May 2, 2025. A technical assistance session is available upon request, and award announcements are anticipated by May 12, 2025, with the program start date set for May 19, 2025.

Eligibility is open to organizations that meet state registration and prequalification requirements via the Illinois GATA portal. These include having an active UEI, SAM.gov registration, and compliance with state fiscal and performance risk assessments. Applications must include a project narrative, work plan, resume of project director, detailed budget, and responses to the Health Equity Checklist, which comprises 35% of the scoring rubric. Evaluation criteria emphasize alignment with public health and health equity principles, SMART goals, and detailed implementation planning.

Applicants are expected to submit quarterly progress and financial reports. All proposed activities must align with IDPH guidelines and adhere to federal and state compliance standards, including data privacy and reporting. The grant specifically supports initiatives that reduce stigma, improve clinician-patient interactions, and expand access to equitable care. Use of funds must be reasonable, allowable, and allocable, with detailed guidance provided for budget preparation. Prohibited uses include political activities, lobbying, equipment purchases, food, and entertainment.
