Description
The U.S. Army Command, Control, Computers, Communications, Cyber, Intelligence, Surveillance, and Reconnaissance (C5ISR) Center, Research and Technology Integration (RTI) Directorate has issued a Broad Agency Announcement (BAA) (Solicitation Number: W56KGU-23-R-RTID) to solicit innovative research and technology development proposals. The BAA is open for a five-year period, from November 1, 2022, to November 1, 2027, unless terminated earlier. It aims to advance mission-enabling technologies that enhance situational awareness, decision-making, and battlefield effectiveness for the U.S. Army.
The BAA supports research in three core technical areas:
Soldier & Platform Mission Equipment – Enhancing soldier and vehicle capabilities through advanced technology integration.
Spectrum Dominance & Intelligence – Developing technologies for electronic warfare, cybersecurity, and signal intelligence.
Advanced Technology – Exploring new capabilities in artificial intelligence (AI), machine learning, sensors, and autonomous systems.
Funding will be provided through various mechanisms, including procurement contracts (for specific research and development services), Other Transaction Agreements (OTAs) (for prototyping efforts), and cooperative agreements (for collaborative research with substantial government involvement). Proposals may cover basic research (6.1), applied research (6.2), advanced technology development (6.3), and prototype development (6.4), focusing on technologies that improve military effectiveness.
Applicants must submit white papers before full proposals. White papers will be evaluated based on technical merit, feasibility, alignment with Army needs, and affordability. If selected, the applicant will be invited to submit a full proposal, which will be evaluated for award decisions. The Army reserves the right to fund all, some, or none of the proposals based on funding availability and strategic needs.
The BAA encourages participation from universities, research institutions, small businesses, large enterprises, and nonprofit organizations, including those involved in the U.S.-Canada Defense Development Sharing Program. Applicants must comply with export control regulations (e.g., ITAR, EAR) and security requirements, and foreign nationals may require special authorization to participate.
