Description

The Block-by-Block Neighborhood Pride Grant Program is an initiative by the City of Norfolk designed to provide financial support to civic leagues and neighborhood associations. This program encourages residents to collaborate on projects that improve their neighborhoods one block at a time. The grant program fosters community engagement, strengthens relationships between residents and the city, and helps establish partnerships with local businesses. It also aims to equip participants with sustainable skills they can use to continue improving their communities.

There are two types of grants available through the program: Matching Grants and Mini Grants. The Matching Grant offers up to $2,500 for neighborhood improvement projects, provided that applicants match at least 50% of the funding granted. Matching funds can come in the form of cash, in-kind contributions, or volunteer time. The Mini Grant is a smaller grant, providing up to $500 for smaller-scale projects or events that meet the program’s guidelines.

Eligible applicants include any Norfolk-based civic league or neighborhood association that has a legal entity status in Virginia. Applicants must be non-profit organizations, and the proposed projects must be located within the neighborhood of the organization. Civic leagues are required to have open membership, elected officers, bylaws, regular meetings, and minutes to qualify. Additionally, the organization must be registered as a non-stock corporation with the Virginia State Corporation Commission.

Applications are accepted three times a year during specific windows: February 12 - March 1, July 15 - August 2, and October 14 - November 1. All applications must be submitted at least four months before the proposed event or project. Prior to applying, applicants must ensure they have secured all necessary permissions or permits, obtained cost estimates, and have volunteer commitments in place. A W-9 form and proof of the organization’s legal status must also be submitted with the application.

The city provides resources to assist applicants, including a YouTube tutorial and technical assistance sessions with a Neighborhood Development Specialist. For additional support, applicants can reach out to the Neighborhood Engage team or call the city's Neighborhood Services office for guidance.
