Community Development Block Grants Emergency Long Term Recovery
This funding program provides financial assistance to local governments in Missouri to help them recover from recent disasters that threaten public health and safety.
Description
The Community Development Block Grant (CDBG) Emergency & Long-Term Recovery program provides funding to communities in the State of Missouri to address urgent threats to public health and safety resulting from a locally- or presidentially-declared disaster event. The program is designed to support recovery efforts for disasters that have recently occurred, allowing communities to stabilize and rebuild. Proposals for funding are accepted on a rolling basis but must be submitted within 18 months of the disaster event. Once a proposal is reviewed and determined eligible, the community is invited to submit a full application.
The primary objective of this grant is to assist non-Entitlement Units of General Local Government in addressing conditions that pose a serious and immediate threat to the health and welfare of their community. To be eligible, a project must focus on recovery activities of recent origin or those that have recently become urgent. Additionally, the applicant must demonstrate an inability to finance the activity independently, and other federal or state funding sources must not be immediately available.
Funding is allocated to qualifying projects under the Low- and Moderate-Income (LMI) National Objective. Communities seeking to qualify under the LMI Area Benefit (LMA) National Objective must use the most recent HUD-published ACS 5-Year Low- and Moderate-Income Summary Data for eligibility determination. At this time, HUD's LMI Mapping Tool has not been updated with the latest data and should not be used for this purpose.
Eligible applicants include non-Entitlement Units of General Local Government within Missouri. Projects must demonstrate that they meet the eligibility criteria and include proper documentation to verify financial need and urgency. The application process requires submitting a CDBG Emergency/Long-Term Recovery application, along with supporting documents, to the CDBG MoFTP portal. If environmental clearance is necessary, applicants must also submit an Exemption Related to Disasters and Imminent Threat Packet.
Applications are reviewed for completeness and accuracy by CDBG staff, and any required corrections or additional information must be provided via email correspondence. Communities interested in applying are encouraged to contact CDBG staff at mocdbg@ded.mo.gov to discuss the nature of their emergency and proposed response before submitting an application.
