This program provides substantial funding to nonprofit arts and culture organizations in New York State for large-scale capital improvement projects that enhance community access and cultural enrichment.

Description

The Large Capital Improvement Grants for Arts and Culture program, administered by the New York State Council on the Arts (NYSCA), provides significant funding for arts and cultural organizations in New York State to undertake large-scale capital improvement projects. These projects must align with NYSCA’s mission to support community development, accessibility, environmental sustainability, and cultural enrichment. The application deadline is January 14, 2025, at 4 PM, and awards range from $2 million to $10 million, covering up to 50% of total project costs.

Eligible applicants are nonprofit 501(c)(3) arts and culture organizations with facilities in New York State. Projects must include permanent improvements such as construction, renovation, or installation of capital equipment systems that enhance the organization's capacity to deliver arts and cultural programming. Applicants must demonstrate project readiness, with construction anticipated to begin within 12 months and detailed plans sufficient for permitting and bidding.

Applications must include documentation of site control, such as ownership deeds or long-term leases. Projects must also demonstrate a minimum total budget of $4 million, and applicants are required to secure financing for the remaining costs, as most funding is reimbursed. Eligible expenses include construction, design services, and capital equipment systems, while operational costs, maintenance, and stand-alone equipment are excluded.

NYSCA emphasizes projects that advance accessibility, diversity, and community impact. Successful applicants will address public needs, enhance safety and sustainability, and contribute to local workforce development and tourism. Evaluation criteria include design feasibility, financial readiness, and alignment with program goals. Applications are reviewed by NYSCA staff, external experts, and Empire State Development to assess technical and economic merits.

Grant recipients will receive funding in installments based on project milestones, with interim and final reports required to document progress. MWBE (Minority and Women-Owned Business Enterprise) participation is encouraged for projects exceeding $100,000. For guidance, applicants are advised to review webinars, attend office hours, or consult NYSCA staff at capitalprojects@arts.ny.gov. Full details and application materials are available on the NYSCA website.
