The NSF EPSCoR Research Infrastructure Improvement Program: Research Incubators for STEM Excellence (E-RISE) is a funding initiative designed to enhance the research infrastructure and capacity of EPSCoR-eligible jurisdictions, including states, territories, and commonwealths. It aims to establish and sustain innovative research networks and collaborations that align with jurisdictional priorities in STEM fields. The program focuses on addressing jurisdictional needs, fostering workforce development, and building a competitive research ecosystem. E-RISE seeks to strengthen the scientific competitiveness of EPSCoR jurisdictions through hypothesis-driven research, problem-solving, and interdisciplinary approaches that produce meaningful societal impacts.
E-RISE supports projects that align with the jurisdiction’s Science and Technology (S&T) Plan or similar strategic documents and emphasizes the importance of collaboration across diverse institutions and sectors. The program promotes inclusion by encouraging participation from Historically Black Colleges and Universities (HBCUs), Tribal Colleges and Universities (TCUs), minority-serving institutions, and other organizations that address underrepresented and underserved communities. Proposals should focus on building jurisdiction-wide research networks, advancing STEM education and workforce development, and achieving sustainable project outcomes beyond the funding period.
Funding is structured to support up to 15 awards annually, with a total budget of $31.5 million per year. Each project may request up to $8 million for a four-year period, with the possibility of a three-year renewal for an additional $4.5 million. Proposals must include clear research objectives, sustainable collaboration plans, and integration with broader societal impacts. Renewals are contingent on the project's progress, strategic planning, and demonstrated sustainability pathways.
Eligibility for E-RISE funding is limited to organizations within EPSCoR-eligible jurisdictions, including higher education institutions, nonprofit organizations, tribal governments, and collaborative partnerships. Each jurisdiction must have an active Jurisdictional Steering Committee and a current S&T Plan. Submissions are limited to one per lead organization, and principal investigators must be based in eligible jurisdictions. Proposals must also demonstrate meaningful collaboration, integration of diverse perspectives, and alignment with jurisdictional research priorities.
Applications must follow NSF guidelines and can be submitted via Research.gov or Grants.gov. Proposals must include a comprehensive strategic plan, a logic model with measurable outcomes, and a sustainability plan. Letters of intent and preliminary proposals are not required. Applications are due annually on the second Tuesday in August, with the next deadline being August 12, 2025. Submissions will undergo a merit review process based on NSF-approved criteria, including the project’s alignment with program goals, research potential, and broader impacts.
Reporting requirements for awarded projects include annual progress updates and adherence to the strategic plan. Renewal proposals require detailed progress reports, a site visit, and a sustainability plan demonstrating the project's long-term impact. The program encourages planning proposals to support future E-RISE submissions but does not mandate them.
