Description
The Pennsylvania Infrastructure Investment Authority (PENNVEST) Traditional Construction Funding Program is the primary funding mechanism supporting projects that deliver water quality improvements. This program funds all phases of eligible projects, from initial feasibility studies to construction, and, in some cases, supports the first six months of a system’s startup. Designed for drinking water, wastewater, and stormwater projects, the program also accommodates emerging issues like lead service line replacement, remediation of contaminants like PFAS/PFOA, agricultural best management practices, and acid mine remediation.
The program utilizes various funding sources, including the Clean Water State Revolving Fund (CWSRF), Drinking Water State Revolving Fund (DWSRF), and resources from the Bipartisan Infrastructure Law (BIL), to address water infrastructure needs. Funding packages are customized to ensure affordability, including reduced interest rate loans, grants, principal forgiveness, or term extensions for projects causing financial hardship.
