EmPower Massachusetts Program: Innovation and Capacity Building Grants

The EmPower Massachusetts Innovation and Capacity Building Grants, managed by the Massachusetts Clean Energy Center (MassCEC), are designed to fund the exploration, development, or refinement of clean energy ideas and projects that increase access to clean energy benefits or reduce energy burdens for underserved populations in Massachusetts. These populations, collectively referred to as Priority Groups, include Environmental Justice Populations, low-income households, renters, English-isolated households, and communities disproportionately affected by environmental hazards or fossil-fuel-based energy systems. The grants also support capacity-building activities that strengthen an organization’s ability to implement community-based clean energy initiatives.
Grant amounts range from $5,000 to $25,000, with amounts up to $50,000 considered on a case-by-case basis for projects requiring a higher level of funding. Eligible expenses include staffing, technical support, grant-writing assistance, and community engagement activities. However, the funds cannot be used for direct capital costs like clean energy installations. The grants are intended to facilitate activities that can be completed quickly, ideally within two years, and can be used as a stepping stone to apply for future EmPower Implementation Grants or other funding opportunities.
Eligible applicants include community-based organizations, nonprofits, public entities, for-profit entities, and individuals with a demonstrated history of working with Priority Groups. Applicants are encouraged to collaborate with other organizations, particularly when additional expertise or capacity is required. Nonprofits and public entities that lack direct ties to Priority Groups must partner with at least one nonprofit community-based organization. MassCEC also offers in-kind technical support to help applicants overcome challenges in areas like clean energy training or feasibility studies.
The application process is open on a rolling basis through April 3, 2025, with awards typically announced within eight weeks of submission. MassCEC offers optional pre-application reviews and encourages applicants to utilize workshops, office hours, and online resources to refine their proposals. Applications must include a completed Signature and Acceptance Form and the Grant Application Form, both of which can be submitted online or via email. Expedited reviews may be available for time-sensitive projects.
Proposals are evaluated based on innovation, capacity-building potential, budget clarity, alignment with Priority Group needs, and additional benefits like workforce development or community resilience. MassCEC seeks diverse projects representing a variety of clean energy technologies and geographic areas across Massachusetts. While clean energy experience is not required, applicants must demonstrate their ability to engage with Priority Groups effectively and sustainably.
