Description
The U.S. Army Corps of Engineers, Alaska District, has announced a funding opportunity under cooperative agreement number W911KB-25-2-0007, issued on April 17, 2025. This opportunity aims to support land rehabilitation and maintenance (LRAM) across Fort Wainwright, the Donnelly Training Area, and the Yukon Training Area, aligning with the objectives of the 11th Airborne Division’s Integrated Training Area Management Sustainable Range Program. The project is rooted in the Integrated Natural Resources Management Plan, intending to ensure environmental sustainability and biodiversity while maintaining land usability for military training operations.
The initiative’s primary goal is to manage and improve the ecological resilience and biological diversity of Department of Defense lands used for military exercises. Tasks include soil stabilization, erosion control, vegetation and streambank rehabilitation, sensitive area protection, and overall habitat improvement. Work will be performed across several sub-projects in the designated areas, including trail and bivouac construction, maintenance, and reconfiguration to support military training and reduce environmental degradation.
The cooperative agreement offers a total funding ceiling of $3,707,438, with a single award anticipated. The period of performance is 12 months from the award date, which is expected around June 30, 2025. This agreement is fully funded by USACE, and no cost sharing is required from applicants. Acceptable applicants include state and local governments, Indian tribes, non-governmental organizations, and individuals.
Applications must be submitted by 2:00 PM Alaska Time on May 14, 2025. They may be submitted either via email or through Grants.gov. A completed application must include SF-424 series forms, a program narrative, and budget details. All applicants must have a Unique Entity Identification number and be registered with the System for Award Management (SAM) and Grants.gov if using the online portal.
Evaluation criteria include the applicant's relevant experience, technical approach, and cost proposal. Experience with Department of Defense conservation and natural resource programs will be highly weighted. Technical proposals should include an organizational chart, quality assurance plans, regulatory adherence methods, and detailed timelines. Cost proposals will be evaluated for reasonableness but are less critical than technical competence.
