The Philip L. Graham Fund provides grants to 501(c)(3) public charities serving residents in Washington, D.C., specific counties in Maryland, and Northern Virginia. To be considered for funding, organizations must align with the Fund's priorities, fit within its Focus Areas, and meet specific eligibility requirements for past applicants and grantees. These include not having received a grant from the Fund within the previous 24 months, not having had a funding request declined within the last 12 months, and having submitted a Final Grant Report for any previously awarded grants. Organizations undergoing executive leadership changes are ineligible to apply.

The Fund does not consider requests from individuals, government agencies, membership organizations, schools and universities (except public charter and parochial schools), or organizations focused on advocacy, litigation, or changing public policy. Proposals for research, endowments, special events, travel, annual giving campaigns, sponsorships, and certain productions are also excluded.
