The FY2025 Victims of Crime Act (VOCA) funding opportunity, administered by the Montana Board of Crime Control (MBCC), supports specialized services for victims of crime. Funded by the U.S. Department of Justice, this program emphasizes addressing the emotional and physical needs of victims, assisting in their stabilization, supporting their participation in the criminal justice system, and ensuring safety and security. Services are targeted at victims of child abuse, domestic violence, sexual assault, and underserved victim populations.
Eligible applicants include state, local, and tribal courts, tribal governments, units of local government, and nonprofit victim services programs, including community-based organizations. Applicants must demonstrate a history of direct services to crime victims and meet additional criteria outlined in the application guidelines. Awards are competitive, with decisions based on factors such as total funds available, applicant numbers, priority points awarded, and balanced distribution across rural and urban communities. Funding is contingent on federal and state appropriations and may be subject to reductions.
Grant awards are capped at $250,000, with the funding cycle running from July 1, 2025, to June 30, 2027. While matching contributions of 20 percent are generally required, they may be waived for certain applicants, such as federally recognized tribes or organizations serving Native American reservations. First-time applicants must demonstrate that at least 25 percent of their project budget derives from non-federal sources, which may overlap with the required match.
The application process opens on December 20, 2024, and closes on January 31, 2025, at 12:00 PM MST. Questions about the funding opportunity must be submitted via email to mbcc@mt.gov by January 24, 2025. Responses to questions will be posted publicly within seven calendar days. Applicants are encouraged to consult these responses to avoid duplication and ensure they have all relevant information before submission.
Applications must include a detailed budget narrative outlining the use of funds and demonstrating compliance with matching requirements where applicable. Indirect costs are allowed but with specific restrictions. Awards will be determined by the MBCC and are subject to federal guidelines and MBCC policies.
