The City of East Point is offering a Supplemental Façade Grant Program using funds from the American Rescue Plan Act (ARPA). A total allocation of $600,000 is available to support sustainable economic development through exterior façade improvements in Wards A, B, C, D, and the Downtown Central Business District of East Point, Georgia. The purpose of this program is to revitalize commercial properties, create or retain jobs, and enhance the aesthetic appeal of the city's business areas. This initiative provides financial incentives to commercial property owners to offset the costs of exterior renovations that improve the visibility and overall attractiveness of business facades.
The grant operates as a 75/25 matching program, meaning that property owners will be reimbursed for 75% of eligible costs, up to a maximum grant amount of $70,000. To qualify, projects must involve a minimum investment of $3,000. Examples of eligible improvements include exterior painting, lighting, awnings, masonry cleaning, signage restoration, window and door replacements, decorative fencing, and landscaping enhancements. However, certain types of work, such as interior renovations, roofing, mechanical and HVAC systems, security systems, and temporary structures, are not eligible for funding.
Applicants must be commercial property owners within the City of East Point, with properties under 125,000 square feet and zoned for commercial use. The application process requires submission of a detailed project plan by February 21, 2025. Additionally, applicants must be in good standing with the city, free of outstanding fees, taxes, or fines. Priority will be given to projects that increase pedestrian activity and enhance traditional storefronts.
The application window opens on January 15, 2025, and closes on February 21, 2025. Submissions will be reviewed by an Evaluation Committee, which will determine funding levels based on impact and feasibility. Selected applicants will be notified by the end of February or early March 2025. Approved projects must commence within 60 days of approval and be completed within six months, though extensions may be granted on a case-by-case basis.
Reimbursement for completed work will be made based on documented expenditures, with payments processed within 10 business days after submission of invoices, receipts, and relevant permits. The city also requires applicants to sign a façade or non-disturbance agreement, which restricts façade changes for five years without city approval. Properties that receive funding will not be eligible for additional façade grants for five years following project completion.
