U.S. Department of Defense (Air Force -- Research Lab)

This grant provides funding for universities to conduct research and development in directed energy technologies, supporting innovative projects that advance military capabilities.

Description

The Air Force Research Laboratory (AFRL) is accepting proposals under the "Research and Development (RAD) Directed Energy (RD) University Assistance Instruments" Funding Opportunity Announcement (FOA) for projects aligned with its core technical competencies (CTCs). These areas include laser systems, directed energy and electro-optics for space superiority, high-power electromagnetics, and weapons modeling, simulation, and analysis. The initiative seeks to advance fundamental, applied, and advanced research relevant to national defense while fostering collaboration with U.S. colleges and universities.

Eligible applicants are accredited U.S. institutions of higher education with degree programs in science, mathematics, or engineering, excluding for-profit educational institutions. The research must demonstrate public purpose and align with Department of Defense (DoD) priorities. Submissions must comply with AFRL's requirements for unclassified, fundamental research. Applicants may submit multiple Letters of Intent (LOIs) throughout the five-year FOA duration, provided each complies with the defined submission process.

This FOA features a two-part application process: a mandatory Letter of Intent and a subsequent full application by invitation only. LOIs must be submitted via the Valid Eval portal and will be evaluated based on relevance, funding availability, and institutional qualifications. Full applications must include detailed project narratives, budgets, and relevant federal forms and are subject to AFRL's scientific and security review processes.

The anticipated funding ceiling is $49 million over five years, with awards distributed as grants or cooperative agreements. Projects may span one to five years, with the potential for multiple awards. Cost-sharing is optional and not a factor in evaluation. While funds are not guaranteed, awards will prioritize innovative, feasible research with strong alignment to AFRL's technical objectives and DoD missions.

Submissions are evaluated on technical merit, relevance to national defense priorities, and cost realism. Award notifications are contingent on funding availability and compliance with federal policies, including disclosure of foreign affiliations or collaborations. Reporting requirements include periodic technical and financial updates, and all work must comply with federal ethical and environmental standards.

For more details or assistance, applicants should consult AFRL’s contact points listed in the FOA and utilize the specified online platforms for submission. All application materials must adhere to the prescribed format and timelines to qualify for consideration.
