“FIX IT” Facade Improvement Program
This program provides financial assistance to property owners in Seguin's Downtown Historic District for exterior improvements that enhance the historic character and aesthetic of their buildings.
Description
The City of Seguin's “Fix-It” Façade Improvement Program offers a reimbursement grant to aid property owners in the Downtown Historic District with exterior façade improvements. The grant covers up to 50% of project costs, with a maximum reimbursement of $10,000 per property each funding cycle. Currently, applications are being accepted for the FY2025 funding cycle, with a submission deadline of 5:00 p.m. on December 2, 2024. If additional funds remain, a second call for applications may occur later in the year.
Eligible projects include a range of exterior improvements, such as canopy and awning repair or replacement, roofing, doors, window frames, storefront lighting, sidewalks, façade painting, and ADA access enhancements. The program prioritizes projects that maintain or enhance the historic integrity of the Downtown Historic District and that align with the downtown master plan. Cosmetic projects, structural improvements, and initiatives that enhance community visibility or historical preservation are encouraged.
Key evaluation criteria for grant awards include:
- Timely and complete application submission.
- Matching funds ratio (minimum 1:1, with a preference for higher ratios).
- Impact on the historic district’s aesthetic and structural integrity.
- Overall availability of funds and the number of applications.
- Type and scope of proposed improvements, favoring projects that contribute to the building's exterior and do not detract from its historic character.
- Completion history of previous grants, if applicable.
- Full payment of city utilities and local property taxes.
Applicants are encouraged to use the free design services available through the Texas Main Street Program and to consult with the Main Street Director before applying to ensure compliance with historic preservation guidelines. All proposed work must receive pre-approval from the Historic Preservation & Design Commission (HPDC) or the Historic Preservation Officer (HPO) before commencement. Projects that begin without proper approval risk losing grant eligibility. After project completion, reimbursement is provided upon submission of paid receipts.
