Description

The FY25 Tribal Victim Services Set-Aside (TVSSA) Formula Program, offered by the Office for Victims of Crime (OVC), supports American Indian and Alaska Native (AI/AN) communities in providing comprehensive services to victims of crime. Funded through a set-aside from the Crime Victims Fund (CVF), the program aims to develop, expand, and enhance victim services, addressing a wide range of crime types, including domestic violence, sexual assault, human trafficking, and others. Applicants can also use funds to support traditional healing practices, address the needs of families of Missing and Murdered Indigenous Persons (MMIP), and pursue construction or renovation projects to improve victim services infrastructure.

Eligible applicants include federally recognized Indian Tribes, Alaska Native Claims Settlement Act (ANCSA) regional corporations, consortia of two or more Tribes, and authorized designees that have submitted Population Certifications. Applicants are not required to apply every year, and past non-participation does not affect future eligibility. A discretionary formula based on certified population tiers determines the funding allocation, with award amounts ranging from approximately $219,402 to $441,989, depending on the population served. Matching funds are not required.

Applicants must complete a two-step submission process through Grants.gov and JustGrants. The initial step requires submitting the SF-424 form by May 9, 2025, at 8:59 p.m. ET, while the full application is due in JustGrants by June 6, 2025, at 8:59 p.m. ET. Applications must include a completed proposal narrative questionnaire, budget worksheet, and other supporting documents, such as project timelines and Tribal authorizing resolutions. Optional pre-application webinars will provide guidance on the process, and applicants can choose to complete their narrative via an OVC-facilitated interview.

Key program objectives include enhancing direct services, conducting community outreach, expanding service capacity, and supporting traditional and culturally relevant practices. Applicants may also use funds for minor renovations or construction projects to address infrastructure needs. Special conditions, including compliance with the National Environmental Policy Act (NEPA), apply to construction-related activities. OVC will notify successful applicants by September 30, 2025, and the default start date for projects is January 1, 2026. The award performance period may range from 12 to 60 months. Post-award responsibilities include submitting quarterly financial and performance reports, adhering to federal cost principles, and participating in OVC training and technical assistance activities. Performance measures will track the number of victims served, services delivered, and other key outcomes.
