The Annual Program Statement for Fiscal Year 2025, issued by the Public Affairs Section (PAS) of the U.S. Consulate General in Jeddah, Saudi Arabia, provides funding opportunities to strengthen cultural, educational, professional, and scientific ties between the United States and Saudi Arabia. The program focuses on fostering mutual understanding and advancing shared values through projects that build people-to-people connections and institutional partnerships. Funding supports initiatives that highlight U.S. culture, promote English language learning, empower women and youth, support economic development, and address cultural preservation.
Eligible applicants include not-for-profit organizations, non-governmental educational institutions, government institutions, and individuals on a case-by-case basis. Organizations must demonstrate at least two years of programming experience, competency in managing financial aspects of proposed projects, and expertise in cultural exchanges, international cooperation, or similar areas. Cost sharing is not a requirement for this program. Applicants must have a valid Unique Entity Identifier (UEI) and active registration in SAM.gov, although individuals are not required to complete this registration.
Grant awards will range from a minimum of ten thousand dollars to a maximum of fifty thousand dollars. PAS anticipates issuing two to three awards, with projects having a performance period between nine to eighteen months. Proposed projects must include a U.S. cultural element, such as collaboration with American experts, institutions, or organizations, and incorporate cross-cutting diversity, equity, inclusion, and accessibility principles. Applications will be accepted in two cycles, with deadlines on January 31, 2025, and June 30, 2025. Applications must be submitted by email to JeddahPASGrants@state.gov.
The program supports projects across priority areas, including education, creative economy, cultural heritage preservation, women and youth empowerment, strategic communication, countering misinformation, and entrepreneurship. Examples of eligible activities include workshops, speaker programs, cultural performances, film industry training, and programs promoting media literacy, innovation, and environmental awareness. Activities related to political campaigns, charitable programs, scientific research, or religious purposes are ineligible.
Applicants are required to submit a complete application, including the SF-424 forms, a five-page proposal, a budget justification narrative, and supporting materials such as resumes of key personnel and letters of support from partners. Proposals must clearly outline the project’s goals, objectives, timeline, activities, key personnel, partnerships, monitoring and evaluation plan, and expected outcomes. The review committee will evaluate applications based on the quality and feasibility of the program, organizational capacity, the proposed budget, sustainability of outcomes, and the ability to achieve project objectives.
Award notifications will be sent via email, with successful applicants receiving funding upon signing the award agreement. Recipients will be required to submit interim and final programmatic and financial reports in accordance with the award terms. PAS may provide substantial involvement in cooperative agreements, including collaboration on program implementation, participant selection, and outcome evaluations.
