Description

The Department of Energy's Solar Module and Solar Hardware (SMASH) Incubator aims to advance the commercialization of innovative photovoltaic (PV) technologies, reducing U.S. reliance on imports and strengthening domestic supply chains. This funding opportunity targets early-stage research and development (R&D) and demonstration projects across three areas: crystalline silicon modules, cadmium telluride modules, and non-module solar hardware. These projects focus on improving the affordability, reliability, and domestic manufacture of solar technologies to enhance energy security and economic growth.

Approximately $20 million in funding is available for FY 2025. Each project is expected to last 18-36 months. Awards are allocated by topic, with funding between $1 million and $4 million per project and a required cost share of 20% for R&D and 50% for demonstration activities. For-profit entities are the primary eligible applicants, while federally funded research and development centers (FFRDCs), higher education institutions, and nonprofit organizations can participate as subrecipients. Key requirements include submitting concept papers and full applications through the eXCHANGE portal and providing detailed work plans, budgets, and technical volumes.

Evaluation criteria emphasize the innovation, technical merit, impact, feasibility, and commercialization potential of proposed projects. Special attention is given to initiatives fostering equity, diversity, and environmental benefits, aligning with Justice40 goals. Applications must include a Community Benefits Plan detailing how they address these priorities.

Deadlines are crucial. Concept papers are due by March 21, 2025, and full applications by May 30, 2025. Selected applicants will be notified in November 2025. Additional guidance, including a webinar scheduled for January 23, 2025, is available to assist potential applicants in preparing submissions.
