This grant provides funding to registered neighborhood associations in Waco, Texas, to implement community projects that enhance local spirit, safety, and aesthetics through beautification, cultural activities, and events.
Description
The Neighborhood Grant Program in Waco, Texas, is designed to support neighborhood associations in implementing projects that enhance community spirit, safety, and aesthetics. The initiative aims to strengthen community bonds, improve quality of life, and promote public engagement through neighborhood-focused projects such as beautification, cultural activities, and community events. Eligible projects must be highly visible, provide a public benefit, and demonstrate community support, ensuring that they align with the neighborhood's goals and improve the local environment.
Neighborhood associations applying for the grant must be registered in Waco, have open membership as specified in their bylaws, and be in good standing with the Texas Secretary of State. Each grant is a matching program, requiring the neighborhood to contribute 25% of the total project cost, which can be met through cash, fundraising, or in-kind contributions such as volunteer work. Grants can fund up to $7,500 per project, with a maximum of two grants per association per cycle, provided the total awarded does not exceed $7,500. Eligible projects include neighborhood beautification efforts, cultural and recreational activities, organizing events, and small-scale public infrastructure improvements.
To ensure transparency and alignment with community interests, projects must have demonstrable neighborhood support, including petitions or approval forms from affected parties. The application requires a comprehensive project budget, proof of association’s legal and financial standing, and detailed bids for any services or materials over $3,000. Additionally, any public improvement projects involving city facilities may be exempt from the match requirement if they involve direct collaboration with the City of Waco departments.
Grant applications are evaluated based on the project’s community impact, planning details, budget feasibility, and level of neighborhood involvement. A review committee, composed of representatives from various city departments, scores the applications on these criteria, prioritizing projects that provide substantial public benefits and meet the city's preservation and community development goals. Funds are awarded on a reimbursement basis or paid directly to vendors, following the city’s purchasing policies.
Applications must be submitted online, and the grant project, including final reporting, must be completed by December 31 of the grant year. Reporting requirements include progress updates with documentation of expenses, volunteer contributions, and photographic evidence of project developments. This ensures accountability and provides a record of how the funds are used to benefit the community.
