Businesses must also have no pre-existing tax liens or legal judgments. Ineligible entities include home-based businesses, churches, nonprofits, banks, financial institutions, investment real estate businesses, and government agencies.

Applications will be reviewed by the Jackson County Development Authority and the West Virginia Office of Energy, with final decisions made by the review committee. Successful applicants must complete a disbursement form, provide receipts for eligible expenses, and agree to being featured in marketing and promotional materials. The application process is confidential, and businesses are encouraged to use a desktop computer with a Chrome browser and JavaScript enabled for optimal performance.
