Description
The City of Roseburg's Tourism Grant Program is administered through its Economic Development Commission and funded by the transient lodging tax collected within the city's limits. The program operates on a biannual cycle, with grants considered in both the spring and fall. Notifications about grant availability are shared via the City’s website and local media. The program’s purpose is to support projects and events that align with the city’s tourism objectives, specifically those that promote tourism or provide tourism-related infrastructure and facilities.
The grant supports activities such as marketing special events or festivals designed to attract tourists, distributing promotional materials, or funding capital projects that cater to tourists. Projects that increase tourism during the off-season, between Labor Day and Memorial Day, and those with a long-term impact (minimum ten-year life expectancy) receive special consideration. Funding cannot be used for general administrative or operational costs.
Eligible applicants include registered businesses, 501(c)(3) organizations, other 501(c) tax-exempt entities, and governmental bodies. All applicants are required to submit complete and legible applications, including a detailed budget and necessary signatures. Additionally, any grant request of $7,500 or more requires approval not only from the Economic Development Commission but also from the Roseburg City Council.
Applications must be submitted to the Community Development Department at Roseburg City Hall by email, mail, or in-person. Applicants must provide comprehensive project details and a budget. After review by a committee, applications are forwarded to the Economic Development Commission. Presentation opportunities are limited to brief responses to specific questions if requested by the Commission.
Successful applicants must sign a Personal Services Agreement with the City and maintain certain levels of insurance, including general liability, automobile liability, and liquor liability if applicable. At the conclusion of the project or event, recipients must submit a final report that includes financial details, attendance numbers, and data about out-of-town visitors to evaluate the impact of the funded initiative.
