Description

The U.S. Department of State’s Bureau of African Affairs has issued a Notice of Funding Opportunity (NOFO) to support operational mentorship for the Somalia National Army (SNA) and the African Union Support and Stabilization Mission in Somalia (AUSSOM). This initiative aims to build the operational capacity of the Danab brigade, facilitate integration with broader Somali National Armed Forces (SNAF), and enhance the accountability and sustainment capabilities of the SNA and select troop-contributing countries (TCCs). The program aligns with U.S. efforts to stabilize southern and central Somalia and counter al-Shabaab and other violent extremist organizations (VEOs).

This funding opportunity anticipates an award range of $10 million to $15 million, supported by FY 2024 Peacekeeping Operations funds. Programs will run for 12–18 months, with an expected start date of March 1, 2025. Proposals can be submitted by U.S. and foreign non-profits, for-profits, and public entities with relevant experience. Each organization may submit only one proposal, and participants must register with SAM.gov and have a Unique Entity Identifier (UEI).

The NOFO outlines three main objectives. The first is facilitating force integration, including mentoring Danab trainers to develop training programs, conduct joint exercises, and standardize procedures across units. The second focuses on improving operational capabilities, mentoring Danab and AUSSOM units in joint combat operations, medical outreach, and logistics. The third emphasizes accountability and sustainment, building capacity for facilities management, vehicle maintenance, and operational readiness.

Applications must be submitted as a three-page Statement of Interest (SOI) by December 8, 2024, at 11:59 PM EST. The SOI should outline the organization’s approach, objectives, timeline, and organizational capacity to manage U.S. government funds. Selected applicants will be invited to a virtual co-creation workshop on December 16, 2024, to refine proposals collaboratively. Full proposals, informed by the workshop, will undergo a second merit review in late December.

Evaluation criteria prioritize the quality and feasibility of the program idea (50 points), organizational capacity and experience (25 points), and the ability to achieve objectives (15 points). A Grants Review Committee will assess SOIs individually against these criteria. Successful applicants must also comply with federal regulations, including Leahy vetting for third-party contractors and military staff.

The operational environment in Somalia is complex and dangerous, with risks from al-Shabaab and other insurgent groups. Implementing partners must adhere to strict security measures and cannot engage in combat or direct operations. Mentorship will focus on training and enabling Somali forces to take responsibility for security and stabilization. Applicants should propose innovative solutions to improve resource accountability and operational efficiency in this challenging context.
