Description

The FY 2026 Community Development Block Grant (CDBG) program, administered by Norfolk's Department of Housing and Community Development, provides funding to support housing and community development initiatives. Applications are open from November 25, 2024, to January 10, 2025, for projects to be implemented during the funding period of July 1, 2025, to June 30, 2026. The program, funded annually by the U.S. Department of Housing and Urban Development (HUD), has $4,495,439 available for distribution. Eligible applicants include city departments, public agencies, nonprofit entities, and certain for-profit organizations.

CDBG funds aim to revitalize neighborhoods, expand affordable housing and economic opportunities, and improve community facilities and services, with a primary focus on benefiting low- and moderate-income persons. The program does not require matching funds, and the minimum award amount is $35,000. Applicants must demonstrate how their project addresses the needs of low- and moderate-income individuals or communities within Norfolk’s boundaries. Proposals should detail the intended use of funds, the anticipated community impact, and how the project aligns with HUD’s CDBG program goals.
