Description

The New York State Animal Population Control Program (APCP) is a low-cost spay/neuter grant program administered by the American Society for the Prevention of Cruelty to Animals (ASPCA) on behalf of the New York State Department of Agriculture and Markets. This program aims to provide financial assistance to organizations offering affordable spay/neuter services to qualified pet owners within New York State. The primary goal of the APCP is to reduce pet overpopulation by ensuring access to essential veterinary services for low-income residents and those who adopt pets from qualified organizations.

Eligible applicants include New York municipal or county animal shelters and animal control departments, as well as New York-based 501(c)(3) nonprofit animal welfare organizations, including low-cost spay/neuter clinics. Nonprofit organizations must meet additional requirements outlined in the APCP Guidelines. Beneficiaries of services funded through APCP must either be New York residents receiving public assistance or individuals who adopted pets from qualifying New York State nonprofit or governmental organizations. It is important to note that APCP funds cannot be used for feral or community cat programs.

Applicants may request funding for a variety of project types, such as subsidizing spay/neuter surgeries, providing consumable supplies, acquiring infrastructure and equipment to enhance service capacity, payroll support for relevant staff, and offering training in high-quality, high-volume spay/neuter techniques. Organizations are allowed to submit multiple applications if they are seeking funding for multiple distinct projects, as only one project may be submitted per application.

Applications are accepted on an ongoing basis, with no set deadlines, minimums, or maximums for requested grant amounts. However, actual funded amounts may vary from the requested sums. Organizations located in counties exempt from the APCP may still apply but must use funds exclusively for eligible beneficiaries residing in non-exempt counties. The program is governed by New York State law and is subject to change based on legislative updates or modifications to the Master Agreement between the ASPCA and the State of New York.
